Use name as default user ID for signatures. If
this is not used the default user ID is the
first user ID found in the secret keyring.

AFAIK: yes.

For encryption only you never need a passphrase, because you don't
need your secret key but only the receivers public key for
encryption. The passphrase is only needed to decrypt and/or to sign
messsages/keys.
