Can't remove 'lock'

I had the same thing happen. Look in ~/.gnupg, and delete the *.lock
files.
Mine was caused by ctrl-c'ing after waiting over 2 minuites to
retrieve a key.
That should fix you up.
BTW, the 1295 refers to the process that was originally running gpg.
