Local ID not unique for subkeys

Public subkeys share the local key ID with the primary key:

pub:u:1024:17:52EF18AB5D9C93EE:2000-01-04::73:-:Dummy user (DO NOT USE THIS KEY!
) <dummy@deneb.cygnus.argh.org>:
sub:u:1024:16:A7FD9832B457CC18:2000-01-04::73::
sub:u:1024:20:42918E6BE868BBD5:2000-04-29::73::

Wouldn't it make more sense if a new ID was assigned?  Is there any
other way to uniquely identify subkeys?
