keyserver queries

Hi,

I'm just kind of curious.  Of late I've been noticing that almost all=20
my queries to server.keyserver.net result in the following message:

Now it this just a problem with the server?  Or it there a potential=20
problem in GPG?  I'd say that this happens pretty close to 90% of the=20
time.
