Problem compiling gnupg

I am trying to compile gnupg on Windows NT 4.0 using Cygwin. Follwing
the steps in Readme, here is what I do:

cd gnupg-1.0.4
./configure
make

While making, it errors when trying to compile rndunix.c in the cipher
directory with the message below. I do not have the header files
sys/ipc.h and sys/shm.h. I even tried configuration with the following,
but it did not help: ./configure --enable-static-rnd=none

How can I avoid this error? Please help.
