GnuPG 1.0.4 does not create ~/.gnupg/

GnuPG 1.0.4 does not appear to create ~/.gnupg/ automatically if it does
not exist.

Diagnostics:

palanthas ~> gpg --version
gpg (GnuPG) 1.0.4
...

palanthas ~> test -e ~/.gnupg ; echo $?
1

palanthas ~> gpg --keyserver horowitz.surfnet.nl --recv-key 0x260C4FA3
