That is not true. Afaik, all implementaions use the OpenPGP defined format for the keyrings but there is no reason for them to do so. OpenPGP is a transport protocol and not a file format. Actually, GnuPG 1.1 will change the format of the keyrings. You SHOULD use the commands --export and --import to process keyrings in the OpenPGP format. Even today, you should never exchange the keyrings because they contain local and confidential information (local key signatures, trust packets, maybe more).
