gpg already seems to be able to verify multiple signatures. This is from 
doc/DETAILS for gnupg-1.0.6a:

  Pipemode
  ========
  This mode can be used to perform multiple operations with one call to
  gpg. It comes handy in cases where you have to verify a lot of
  signatures. Currently we support only detached signatures.

It shouldn't be too hard to also make is possible to encrypt multiple 
files with one call.
