Nobody ever cared about this, we just ignore the lower 2 bits:
   (sig_class&~3) == 0x10

GnuPG has the property to use 0x13 for self signatures and 0x10 for
all other signatures.  But don't rely on that it might however be used
to identify the generating application.  I have not checked what PGP
uses.
