unable to delete secret key

gpg: key FA781989: secret key without public key - skipped
gpg: test3: user not found
gpg: test3: delete key failed: secret key not available

gpg can not remove secret key if there is no public key..

i can not import public key because its self signature is
corrupt.. allow-non-selfsigned-uid does not help
but have imported secret key.. how do I remove it now?
(i think it may be bug)
