I have a hunch that it is developed using Visual Basic. GPGshell install
some standard ocxs during the install process. Maybe there is license
restriction in Visual Basic that prohibits him to disclose the source code.
Another reason coulb be that GPGshell uses standard Windows components that
has no source code available.

In the end it should be my choice to make in other words: I will have my
freedom to make my choices.
