I cannot run gpg from a perl script

Obiviously GnuPG can't create the directory ~/.gnupg for some reason. 
Possible reasons are:
- - You don't have write permission in ~.
- - There is a file which is called ~/.gnupg and therefore the directory 
can't be created.

BTW, is this huge disclaimer (20+ lines) really necessary?
