I've heard nothing of the sort, from any source, including mass media and government sites. I think it's EXCEPTIONALLY unlikely that anyone would consider banknotes a realistic vector for transporting any bio-organisms. Even anthrax spores (for example) would end up (a) all over the carrier, (b) affecting lots of people indiscriminately, including supporters of any given terrorist cause and (c) not being even remotely reliable (it's not pticly easy to infect someone with spores from Bacillus anthracis, really it's not :) Aside from the fact that this is so wildly off topic as to be unreal, it sounds like an urban myth in the making.
