It's a compressed file, in ZIP format. The ZIP file is probably an archive
that contains all the files needed to install GnuPG, including the
documentation. You can buy the shareware WinZip or download the freeware
InfoZip from <http://www.ctan.org/tex-archive/tools/zip/info-zip/> to
uncompress the ZIP archive.
