Would you like it better if I'd said she was shit out of luck? She
effectively would be out of luck if we were talking about proprietary
software.
She has choices. That is not a bad thing. As a matter of fact, I noted
that one of her choices was to "Wait for the project contributors to write
the code." How is that substantially different from your suggestion that
"the GnuPG Team do something about it"?

Even if that's correct (and I'm not convinced that it is), it's a side
issue unless the original poster pays taxes in Germany. In other words,
she has no inherent right to the benefits paid for by the German
government unless she contributed to those payments.
