Hello,

the source is the same for UNIX as well for Win32, and you build it by
using a cross compiler on UNIX. But, if I understand your needs
corectly, you might want to check out the GPGME
(http://www.gnupg.org/gpgme.html) package, which are higher level APIs
for gpg.exe. You don't need to do anything with gpg.exe itself, it's
much better to use the static library provided by GPGME. I personally
use it together with cygwin on W2000, and it works fine.
