Missing 0x when looking up keys

I know that the "0x" is not displayed to the user during the key lookup,
but the lookup works with pksd, OKS, and Cryptnet servers. The lookup is
done on port 11371 using the Horowitz Key Protocol, so what is shown to
the user is not necessarily what is sent to the server.
