Installing GNUPG 1.0.7 to windows

Hello Frank and Joel,

Unzip the source tar ball (WinZip can do that) and read the file
gnupg-1.0.7/doc/README.W32

You will need to download a package called MingW32/CPD, which is available
from gnupg.org (details in README.W32).
