No, the programs you compile can run outside Cygwin, although you need one
extra DLL in the windows DLL search path (which is default the dir where the
executable is located, the windows dir (usually \windows or \winnt) and the
windows system dir. But at least this extra DLL is smaller then the VB
runtime DLL. :-)
