As it is, you don't have any information on the quality
of most links in the web of trust. I might go about 
arbitrarily signing keys I pulled off the web servers. 
You might be able to judge the people you met yourself
in key signing events but that information is vague, to
say the least.

I think the above statement is assuming a bit too much.
Even now you will have to consider every link in a given
trust path.
