Privacy Handbook link and other www.gnupg.org growing pains

The GNU Privacy Handbook is no longer accessible through the 
gnupg.org web page. All of the links in the section entitled 
"The GNU Privacy Handbook" in the "User Guides" page at:

http://www.gnupg.org/(en)/documentation/guides.html

give a 404 error. Further, the 404 page does not give an 
email to address concerns to, and the "referring" link 
does not work.

It is also customary to put in a redirect when things move 
around, such as this link:

http://www.gnupg.org/faq.html

which was a valid URL for a long time and probably still has 
many pages on the web that link to it. (Google reveals over 
500 hits).
