Yes, sure:
I do it like:
gpg --skip-verify -q --no-secmem-warning -r Matthias.Warmbold@gmx.de -o \
test.gpg -ae test.txt

gpg -q --no-secmem-warning -r Matthias.Warmbold@gmx.de -o test.gpg -aes t=
est.txt

gpg -r Matthias.Warmbold@gmx.de -o test.gpg -ae test.txt

my .gnupg/.options-File contains:

default-key  F92CC4FB=20
default-recipient-self
force-v3-sigs
escape-from-lines
lock-multiple
secret-keyring secring.gpg
keyserver wwwkeys.de.pgp.net
no-secmem-warning
