Keyserver bug.  The HKP keyservers do not understand multiple subkeys
(the NAI and CKS ones do).  Basically, the keyserver does not
understand multiple subkeys so it sort of mangles them.

There isn't much you can do, I'm afraid.  Hopefully the new keyserver
software coming out in a few months (which does not have this bug)
will make the situation better.
