Win32 Binaries

That is up to you, I can't decide.  I guess many folks are using it.

I don't known anything about a version 1.1.9.0 but we have a snapshot
version 1.1.90 as binary available at

ftp://ftp.gnupg.org/gcrypt/alpha/binary/gnupg-w32-1.1.90.zip (975k).
