KMail 1.4.1 and Encryption

When I try to sign messages with KMail, all is OK, but when I try to encr=
ypt=20
to keys on my keyring, the keyring is shown in a window and unless I have=
=20
signed the key (note not just local signed the key using --lsign-key <key=
id>)=20
I can't encrypt with that key.  The list shows an X over the key and the =
OK=20
button is greyed out. =20

Am I doing something wrong, or is local signing not supported by GPG 1.0.=
