HKP is really just HTTP, so I'll give you the HTTP 1.1 standard for HTTP
response 400 (RFC 2616):
10.4.1 400 Bad Request

   The request could not be understood by the server due to malformed
   syntax. The client SHOULD NOT repeat the request without
   modifications.

It means that the server didn't accept your request. That's what HKP
servers traditionally return when they fail (although they should return
something in the 500s when *they* err instead).

BTW, which server were you using?
