gnupg1.0.7 removing the secmem warning

Hello All,

   I have just installed gnupg.1.0.7, and it compiled no errors,
and I used it to create a public key.

   This is a stupid question, I know, but I followed the faq above
about setuid ... and I have the following:

rwsrwsr-x root root  /usr/local/bin/gpg

I am still getting the :=20
"Warning: using insecure memory!'

I do not want to simply turn off the warning... I want to setup
gpg properly so that it will plock the appropiate pages in real
memory.

Is there something obvious I am missing?  I went through the same
process with gnupg.1.0.6, with the same procedure and that worked
just fine.

and I am running Linux RH 7.2...

Do I need to go back and re-do the make and give it some additional
options?

Please can someone help.
