yes because you need to creat that file
or you can copy/paste  from options.skel
you can find the file in
ftp://ftp.gnupg.org/gcrypt/gnupg/gnupg-1.2.1.tar.bz2
i think from ver 1.2.0 the "options" changed to "gpg.conf"
