Will GPG use Dual Processors under Windows ?

Oops, you're right... I was conusfing CFB with OFB. I forgot that the
ciphertext is dependent upon the previous ciphertext block in CFB.
(Which is rather silly of me, since "cipher feedback" describes that
process quite clearly).

But perhaps, as many have noted, compression could be done in one thread
inside GnuPG, and encryption in another. That's the great thing about
open-source software, Jason is free to hack GnuPG into a multithreaded
version if he desires. Or his company can hire a good C programmer to do
the job, leaving the cryptographic sections of code intact.
