The Fine Manual says this about the export command:
--export [names]
Either export all keys from all keyrings (default keyrings and
those registered via option --keyring), or if at least one
name is given, those of the given name. The new keyring is
written to stdout or to the file given with option "output".
Use together with --armor to mail those keys.
So if you're trying to export all the keys on your public keyring, just
leave off the pubring.gpg part of the command. Otherwise, gpg is trying to
find a key that matches pubring.gpg. See the section "How to specify a user
ID" in the gpg man page for details on how to specify [names] as in the
export command.
