Only a very few warnings if you use the suggested toolchain ;-)

No it isn't: It is the official method to build the windows binary
using mingw32/cpd.

There is one problem with the po directory which I always forget to
solve because the workaround is far easier.  I build the windows
binary using these commands:

  tar xzvf gnupg-1.2.3.tar.gz
  cd gnupg-1.2.3
  ./autogen.sh --build-w32
  touch po/all
  make
  mkdir dist-w32
  scripts/mk-w32-dist

Note the touch.
