gpg-agent question

Speaking of gpg-agent reminds me of a question I have about it...

The agent will prompt you for a passphrase separately for the main key
and for the encryption key.  For example, I sign an email and I'll get
prompted for my passphrase for 0xD654075A.  Then a minute later I'll
decrypt a message and I'll get prompted for the passphrase for
0x094F99BB, the subkey on 0xD654075A.

Just out of curiosity, is this to allow for some future version of
gnupg that will allow you to have a different passphrase on a subkey
than you have on the primary key?
