It should work in the POSIX subsystem; I recall that I was basically
able to build GnuPG there but it is a long time ago. I see no chance
to do it under MVS, I once planned to do that but there was not much
demand.

The best choice would be to strip the code down to the bare decryption
stuff and make sure that only standard C89 features are used.  Or
simply use separate machines running a supported OS and connect them
to the host using a message queueing facility or something like this.
