The photo code hasn't changed between 1.2.3 and 1.2.4, so I'm not sure
what problem you could be having.  Did 1.2.3 work for you on XP Pro?

Try adding "--debug 1024" to your GnuPG command line.  That will print
out everything it is doing with regard to photo IDs.
