BTW, as an answer to David: 
extending the $PATH to include /usr/lib/gnupg, i.e.,  
export 
PATH="/usr/lib/gnupg:/home/eger/bin:.:/usr/local/bin:/usr/bin:/bin:/usr/bin/X11:/usr/games"
did not help. And:
gpgkeys_ldap -V
0
