ELG-E key requires IDEA cipher?

I'm not sure on this but it suggests to me that your secret key is
encrypted with IDEA.

This link includes a download link to an IDEA DLL for Windows. You
should put this in the "Lib" folder of your Gnupg directory, then
include in your gpg configuration file the line:

load-extension Lib\idea

After that you can change your password on the key (to the same one, if
you like) and that will change the protect cipher on your secret key.
