Can root's secret key be exported to an ordinary user

PHP successfully invokes gnupg to encrypt a message, send it to my =
email, and then Mozilla Mail prompts for the passphrase and decrypts the =
message, but only for root, owner of the secret key.
Can root's secret key be used by ordinary users?
