HKEY_CURRENT_USER -> Software -> GNU -> GnuPG
(you probably need to create the keys GNU and GnuPG) and insert a
new string under the name "HomeDir" with the value of the default

and not GNUPGHOME. BTW, "gpg --version" shows you the path of the homedir.
