Add the broken-proxy command to the keyserver option:
keyserver-options auto-key-retrieve,verbose,verbose broken-http-proxy
(Doesn't this option use spaces instead of commas? I think it should read:)
keyserver-options auto-key-retrieve broken-http-proxy
