There are at least three independent keyserver programmes currently
developed independently already.

(public archive at <http://lists.kjsl.com/pipermail/pgp-keyserver-folk/>).
Maybe you should rather discuss this issue there.
A RFC about the http: keyserver protocol is currently in draft state:
