gpg: can't put a policy URL into v3 (PGP 2.x style) signature

nothing of the sort.... the only uncommented lines in my conf are:
 keyserver hkp://subkeys.pgp.net
 verbose
 compress-level 9
 default-key  3D7D41E3

can anyone else duplicate this behavior in 1.2.4?
