Thanks! Just what I was looking for.
Is efficiency the reason for using multiple keys, rather than using a
single ElGamal key (really a single public/secret pair) for everything?

This confusion was a result of my misunderstanding what Thunderbird was
telling me about the message when I looked at the details.
