gpg: conversion from `utf-8' to `CP0' not available

With gpg 1.3.93 on a Sun SPARC running Solaris 8, I run into a similar problem:

gpg: conversion from `utf-8' to `646' not available

I am calling gpg from the command line and did try various settings of --display-charset and --charset on the command line. No success.
