Is there a gpgkeys_mailto for Win32?

Do you happen to know if using ShellExecute() to open a mailto: URL is
widely supported?

Writing a new gpgkeys_mailto seems like a pain, but it would allow me
to cross a different item off my todo list: removing the various perl
dependencies which makes packaging GnuPG difficult.
