What does "sig!3" mean?

Come down, it's not v3.

It's a signature with trust level 3. The standard allows for a "signature
force" to be encoded together with the signing of a key, which is supposed
to indicate how careful the verification of the UID vs the real world was. 3
means "I have verified carefully" or something along those lines.
