You'll probably only solve this by using GnuPG at the command line. Can you
list your own keys. Try gpg --update-trustdb
Have you generated a key of your own? --gen-key

Who says it's you at fault? - Windows isn't exactly innocent in installation
errors. I suspect your Registry keys for the install may have been corrupted.
Try uninstalling and reinstalling - always worth doing on a Windows system.
