The copy I downloaded directly on 2004-03-17 reports:

Google shows a copy at allthingsemail.org.

bis-11 was announced in Message-ID: <1A3A4A76-B029-11D8-8522-000A9568596C at callas.org>
and has also expired, according to:

I never downloaded a copy of it, however.
