gpgkeys_hkp, along with gpgkeys_ldap and gpgkeys_mailto, are keyserver
helper programs. The code is found in the keyserver directory of 1.2.x and
1.3.x.

Perhaps you might try building 1.3.6 and copying the gpgkeys_* binaries to
the same directory as your gpg 1.9.10 executable.

Other than that, I'm as lost as you on this one. No sign of the keyserver
handler code in 1.9.10's tarball.
