No, PATH was: PATH=C:\WINDOWS;C:\WINDOWS\COMMAND
I set it to
PATH=C:\WINDOWS;C:\WINDOWS\COMMAND;C:\SYSTEM;C:\SYSTEM32

the Problem remained.
