Well, not sure of the implementation on VMS, but try setting GNUPGHOME

DEFINE/SYS GNUPGHOME TD1:[<user>.GNUPG]

Of course, You'll need sysprv in order to do that

Is there a good reason for wanting ALL users to use the same keyrings?
